In the framework of EU-funded ADALIT-Libya project, No Peace Without Justice (NPWJ) organised
a training workshop on improving the National Council for Civil Liberties and Human Rights (NCCLHR) capacities and efficiency in protecting human rights in Libya and contributing to the follow-up of implementation by the Libyan government of the recommendations made by the UN human rights mechanisms. The workshop was held in Djerba (Tunisia) from 20 to 22 March 2023.
The workshop was also held in accordance with the third item of the cooperation agreement concluded on 21st November 2021, between the NCCLHR and NPWJ, which stipulated the development of a strategic plan for the NCCLHR aimed at supporting efforts aimed at promoting and consolidating the system of human rights and public liberties.
Twenty-nine staff members and members of the board of trustees of the NCCLHR attended the workshop. The training focused on the following main topics: Presentation of the UN human rights system and UN human rights mechanisms; presentation and discussion of the recommendations made on the Libya report to the UPR in 2020; open debate on the evaluation of the NCCLHR capacities; the main axes of a draft strategic plan to improve the NCCLHR capacities and performance. Practical sessions focused on reporting to UN human rights charter-based mechanisms, methods and possibilities of cooperating and interacting with UNHRC special procedures.
